Charles J. Elwis

Charles Elwis is a tax resolution specialist serving taxpayers by solving and resolving tax issues. Based in Texas and serving nationwide with his extensive team.

His passion for focus and precision began early, shaped by a love for baseball growing up in Los Angeles, where the Dodgers first inspired his drive and discipline.

At just 18, he was drafted by the Dodgers as a left-handed pitcher. His baseball dreams were realized when he pitched batting practice at Dodger Stadium. However, an unfortunate arm injury cut his career short after he signed with the California Angels.

Transition to Accounting

After leaving baseball, he transitioned into accounting, motivated by his father, a successful CPA. He earned his degree in accounting with distinction and obtained his CPA license after passing the comprehensive exam. He began his professional career at Price waterhouse & Company before moving on to corporate accounting roles.

A Career in Real Estate

He moved into real estate, working as a broker in California and Texas. His time in real estate taught him invaluable negotiation skills. Still, during the 1990s real estate downturn, he faced major tax issues that led him to explore solutions outside of real estate.

Facing and Overcoming Tax Challenges

The real estate downturn of the early 1990s hit him hard, bringing significant tax challenges. He took matters into his own hands and successfully negotiated an Offer in Compromise with the IRS, which inspired his interest in tax resolution.

A Shift to Tax Resolution

Following the 2008 recession, he transitioned from tax preparation to specializing in tax resolution. Using his personal experience and negotiation expertise, he found his calling in helping individuals and businesses resolve their IRS challenges.

Michael D. Sullivan is the founder of MD Sullivan Tax Firm. He had a distinguished career with the Internal Revenue Service for 10 years. As a veteran IRS Revenue Officer / Agent, he served as an Offer in Compromise Tax Specialist and Large Dollar Case Specialist. He also collaborated with the U.S. Attorney’s office on undercover operations. Michael received several awards for his work and dedication as an IRS Agent.

During his tenure with the IRS, he was a Certified Tax Instructor who taught out of the Atlanta Regional IRS Training Offices. He also taught out of the local and district offices of the IRS. Mr. Sullivan trained many of the new IRS Agents.

Michael has been in private practice for the last 35 years in the field of Taxpayer  Consultation for IRS Audit and Collection tax resolution issues. He often consults with corporations and individuals, which involves a wide range of tax issues.

Michael spent a distinguished decade as an Internal Revenue Service employee. As a seasoned IRS Revenue Officer/Agent, he specialized in Offer in Compromise Tax cases and handled significant dollar-value cases. He even collaborated with the U.S. Attorney’s office on covert operations. Michael’s exceptional work as an IRS Agent earned him numerous awards.

During his tenure at the IRS, he served as a Certified Tax Instructor, teaching at the Atlanta Regional IRS Training Offices as well as local and district offices.

Mr. Sullivan played a crucial role in training new IRS Agents and taught the Offer In Compromise Program.

For the past 40 years, Michael has operated a private practice focused on consulting taxpayers on IRS Audit and Collection tax resolution matters. He has successfully handled numerous complex cases for affluent individuals and large corporations.

Mr. Sullivan is deeply committed to the tax profession community and has actively participated in the South Florida circuit as a frequent speaker. He has served as an officer and board member of the Greater South Florida Tax Council.

Michael has hosted and moderated various Internal Revenue Service forums in both public and professional sectors.

He administers a Facebook Group with 4100 members called “IRS Representation, HELPFUL TAX TIPS TO SOLVE IRS PROBLEMS” and owns a YouTube Channel called “@HELP FROM A FORMER IRS AGENT,” which has amassed over 7000 subscribers and 300,000 watch hours.

Additionally, he is the founder of the TAX MOB GROUP which is the home of 300+ tax professionals specialized in Tax resolution services.

Former IRS, Revenue Officer

Julie Lynch recently retired after a 38-year renowned career as a Revenue Officer in the Collection Division of the Internal Revenue Service. During that time, she worked collection cases involving both individuals and businesses, and handled all aspects to resolve the cases; from securing Offers-in-Compromise, installment agreements, reporting cases currently not collectible and requests for abatement.

She worked closely with all divisions within the IRS, including Examination Division and Taxpayer Advocate. She also met regularly with representatives of both the U. S. Attorney’s Office and the IRS Office of Chief Counsel. Julie taught several IRS classes, was an On-The-Job Instructor for new employees; and as a senior Revenue Officer, she acted as a mentor to lower graded employers.

She was often called upon for her expertise to assist with other departments within the Collection Division, as well as assisting employees within her group.

During her tenure, she received yearly Performance Awards, as well as a Regional Commissioner’s Award and a Certificate of Appreciation from the Secretary of the Treasury.

At the time of her retirement, she received the Albert Gallatin Excellent Service Award from the Secretary of the Treasury.

Peter began his career with the IRS in 1986 as a Revenue Officer in the New York City area, where he worked with taxpayers to resolve balance-due accounts and non-filing issues. After five years, he was promoted to Revenue Officer Manager, overseeing a team of up to fifteen employees. During this time, he managed both a Revenue Officer training group and an Offer in Compromise group.

Peter was later promoted to Collection Branch Chief, where he supervised five first-line managers and approximately seventy-five employees.

In early 2001, following his spouse’s job relocation, Peter transferred to the Tampa, Florida IRS office. There, he became the first Appeals Settlement Officer assigned to that office. He handled a wide range of cases, including Collection Due Process hearings, Trust Fund Recovery Penalties, penalty appeals, and rejected Offers in Compromise. His extensive background in Offers in Compromise led him to specialize in those cases while in Appeals, reviewing several thousand offers over the course of his career. He was widely regarded as the resident expert on the subject. Peter remained in the Tampa Appeals office until his retirement in January 2020.

Throughout his IRS career, Peter taught numerous courses, including training for new Revenue Officers, advanced collection techniques involving liens and levies, and investigative methods related to Offers in Compromise. He also helped develop and lead Continuing Professional Education (CPE) courses for IRS employees.

Peter conducted many outreach seminars on behalf of the IRS, delivering presentations to CPAs, attorneys, and enrolled agents. He also helped create presentations for visiting tax officials from other countries interested in learning about the IRS’s collection processes.

Peter is committed to helping clients achieve the best possible resolution using his deep knowledge of IRS practices and procedures. In his free time, he enjoys watching baseball and hockey. He currently serves as the Missions and Outreach Coordinator for his church, where his wife is the Senior Pastor.

Joshua Webskowski is a seasoned tax professional specializing in resolving a wide range of tax issues, including IRS collections, liens, levies, and other complex matters. He has extensive experience in all aspects of tax resolution, particularly in cases involving Currently Not Collectible (CNC) status, Offers in Compromise (OIC), and Installment Agreements.

He represents both individuals and small businesses before the IRS and the Minnesota Department of Revenue in income tax audits. For over a decade, Joshua has been federally licensed as an Enrolled Agent (EA), a designation that allows him to represent taxpayers before the IRS. Enrolled Agents are federally authorized tax practitioners who have demonstrated high technical proficiency in tax matters and are licensed to practice in all 50 states.

Joshua is currently serving a six-year term with the Minnesota Society of Enrolled Agents (MNSEA), where he was elected President in June 2017. He now holds the title of Immediate Past President. He is also an active member of the National Association of Enrolled Agents (NAEA).

The Enrolled Agent designation dates back to the Enabling Act of 1884—also known as the Horse Act—which was passed by Congress to regulate individuals representing citizens in claims against the U.S. Treasury. This historic legislation granted the Secretary of the Treasury the authority to oversee and license these representatives.

Distinguished among his peers, Mr. Webskowski is one of the few non-attorneys admitted to practice before the United States Tax Court (USTCP). He is also a Fellow of the National Tax Practice Institute and a member of both the National Association of Enrolled Agents and the National Association of Tax Professionals.
